Director, Planning, Policy, Research & Development
Ugo-Ali Lawrence is the Director, Planning, Policy, Research & Development. He holds a Bachelor of Science (BSc) degree in Sociology from Ahmadu Bello University (ABU), Zaria in 1993; Masters of Public Administration (MPA) from University of Lagos (UNILAG) in 2001; and Post Graduate Diploma in Education (PGDE) from National Teachers Institute (NTI) in 2013.
He is a member of the Nigerian Institute of Management (NIM) and a registered and licensed teacher with Teachers Registration Council of Nigeria.
Functions of Planning, Policy, Research & Development Department
The responsibilities of the Department of Planning, Policy, Research and Development are as enumerated below:
- 1.To develop plans that would enable the Council take decisions on policy matters, short and long term plans in the Professionalization of teaching in Nigeria.
- 2.To coordinate the production of the Council's Annual Work Plan for effective operations.
- 3.Produce and implement the Council's Monitoring and Evaluation Framework (M&E)
- 4.To produce statistical information of teachers in Nigeria
- 5.Maintain teacher and leadership standards in Nigeria
- 6.To publish in collaboration with other departments, Council's Nigerian Journal of Professional Teachers (NJPT) and research materials to promote the professionalization of teaching.
- 7.In collaboration with other Departments, plan and coordinate the Council's teacher's conferences, seminars and workshops.
- 8.To plan for Council's budget proposals along with the department of Finance and Account.
- 9.Identify and coordinates expert and materials for Council's e-Learning platform.
- 10.To develop and maintain statistical data of teachers in Nigeria
- 11.Conduct periodic research on strategies for developing quality teachers and teaching at all levels in the country.
- 12.Design and implement along with other departments special projects in the Council.
- 13.Coordinates deployment of teacher's skills and competency assessments framework. (TCAF).
- 14.Lead Council's collaboration with FME, MDAs, Sister agencies, Unions and the sub-national stakeholders. (Stakeholders engagement)
- 15.Collaborate with National, Regional and International Education, Information and Library Networks to ensure that documentation services on teaching and education development in the Country are readily available.
- 16.Provision of library services comprising of books, publications and journals that are focused on teachers' development and teaching profession.
- 17.To carry out other duties as may be assigned by the Registrar/Chief Executive.
Divisions
The above departmental roles and functions are carried out in four (4) divisions of the department for effective service delivery namely:

3. Data, Statistic and e-Learning Resource (D&E)
4. Library service and Publications (L&P)
Planning, Policy and Collaboration (PP&C)
- 1.To develop strategic plans that would enable the Council take decisions on policy matters, short and long term plans on the Professionalization of teaching in Nigeria.
- 2.To produce the Annual Work Plan for effective operations of the Council.
- 3.Plan and Conduct periodic monitoring and evaluation of Council's projects/programmes
- 4.Coordinates deployment of teacher and school leaderships standards
- 5.Lead Council's policy development and cascading of its implementation guidelines to stakeholders.
- 6.Initiate and lead Council's collaboration with stakeholders on teacher policies and standards such as: FME, MDAs, SUBBEB, TESB, UNIONS, UBEC, NTI, NCCE, and other Sister Agencies
- 7.Maintain the teacher and leadership standards for the teaching profession
Research and Development (R&D)
- 1.Conduct periodic research on strategies for developing quality teachers and teaching at all levels in the country.
- 2.Conduct period teacher professionalization surveys in the country.
- 3.Identify relevant research and development needs of the Council for improved service delivery.
- 4.Initiate and develop research platforms for teachers in Nigeria.
- 5.Coordinates Council's community of professional practice among teachers in Nigeria.
- 6.Initiate teacher professional development programmes and activities.
- 7.Publish in collaboration with other departments, Council's Nigerian Journal of Professional Teachers (NJPT) and research materials to promote the professionalization of teaching.
- 8.Serve as the Secretariat for the Nigerian Journal of Professional Teachers (NJPT) and coordinate the collection and compilation of Articles for assessment and subsequent production as assigned by the Editorial Board of TRCN.
- 9.In collaboration with stakeholders and sister agencies, plan and coordinate the Council's teacher's annual conferences, seminars and workshops.
Data, Statistic and e-Learning Resource (D & e-L)
- 1.Produce statistical information of teachers in Nigeria and other statistics arising from the operations of the Council and teacher professionalization.
- 2.Produce the Teachers Statistical Digest on annual basis and dissemination of such Statistical Digest for policy development, decision making and policy execution.
- 3.Collecting, collating and analyzing statistical data arising from activities in the field.
- 4.In conjunction with other departments, develop credible data bank of teachers generated primarily from stakeholders for use of researchers, corporate organizations at National and International level of teaching.
- 5.Initiate contents developments forums and platforms on e-learning resource for teachers.
- 6.Initiate development and production of lesson plans.
- 7.Identify and synergize with resource persons, experts, and stakeholders for periodic review and sourcing of e-learning materials of the Council
Library Service and Publications
- 1.Develop and maintain a modern library at the Councils Headquarters and State Offices.
- 2.Custodian of all reports emanating from workshops/seminars and conferences attended by the Council.
- 3.Collection and collation of information for Council' (Newsletter and Journals).
- 4.Provide information for the advancement of knowledge of teaching and such other books and publications as Council may think necessary.
- 5.Collaborate with International, National and Regional Education Information and Library networks to ensure that documentation services on advancement of teaching & Education in the country are easily available and also exchange of International agencies information materials.
- 6.Participate in the process of proof reading and editing articles from journals produced by the Council and other academic publications emanating from activities of the Council.
- 7.Balancing the resources available in the library and making them accessible to clients.
- 8.Initiate steps in development and institutionalization of e-library in the Council for teachers and stakeholders.
