Dr. Stella-Maria Nwokeocha is the Director Human Resource Management (HRM) of the Teachers Registration Council of Nigeria (TRCN), a position she held since the year 2019 before her appointment as the Acting Registrar of TRCN in 2024. She was in that acting position as the Registrar until May 2025 when the substantive Registrar/Chief Executive, Dr. Ronke Soyombo was appointed.

Dr. Stella-Maria Nwokeocha holds a Doctor of Philosophy (Ph.D) degree from the Anglia Ruskin University, Cambridge, United Kingdom with her research work been on Academic staff of Nigerian Universities. She also obtained Masters in Business Administration from the Bayero University Kano (BUK) and Bachelor of Science degree from the University of Ibadan.

She is registered and licensed as a professional teacher with TRCN having gone through the process of writing Professional Qualifying Examination (PQE) of the Council. Dr. Stella-Maria Nwokeocha is a member of the Nigerian Institute of Management (NIM) Chartered.

Department Overview

The Human Resource Management (HRM) Department is charged with the Coordination of internal administration of Teachers Registration Council of Nigeria (TRCN). It is responsible for the interpretation of government rules, regulations, policies and circulars. It liaises with the Federal Civil Service of the Federation and other government agencies on establishment matters.

The department is responsible for advising Management and implementing its decisions on staff matters and Federal Government Labour Regulations, among other duties.

HRM Department Divisions

Appointments, Promotions & Discipline Division

Responsible for matters of recruitment, confirmation of Appointments, staff records, resignations, leave, merger of service, secondments, transfer of service, staff postings, and discipline.

Training and Staff Welfare Division

Responsible for matters concerning staff trainings, retirement from service, deaths, insurance, and staff benefits.

General Services Division

Responsible for issues to do with transportation, cleaning and cleaners, security matters, office equipment and maintenance, office allocation and other general services matters.
